Why are the 10 commandments so negative?

Don't steal, don't covet, don't lie, don't kill, don't cheat, don't have any other gods, don't make graven images, don't do blasphemy, obey the parents, the keep sabbath holy. EIGHT of those are negative. Is there any good reason for this?
