Texas hold em pro's- I help, first time player.?

Hello wonderful people. I began playing poker, I understand that to win you need strongest hand, but I still dont understand the "starting hand" or betting, or even the ettiquette to a proper game, when is it best to fold/call/raise? If you lets say, got a 5hearts/9diamonds in starting hand, how would you determine if you will get the pot ? Yes I am a noob, thank you all.
