What determines how a goalie clears a ball out?

I am from a very small town and we could not field a soccer team, so I don't know the rules. I was watching a match and I saw the goalie throw the ball out, put the ball on the ground and kick it out, and then she kicked it out similar to a punt in football. Are there rules for this or is it just at the discretion of the goalie?
